The new brokerage pulls your positions over as they are. Nothing is sold, so nothing is taxed at the transfer. - 03
Review every tax lot
Cost basis and holding period come over with each position. We see which lots have gains, which have losses, and which are short term. - 04
Rebalance on your schedule
Sell losses and small gains first, keep the big gains, do most of the reshuffling inside IRAs where trades are tax free, and spread any remaining sales across tax years.
